Based on those specs it should be OK, although if you are using it for a veiled or panther you will want it close enough that he can at least get 35uw.
I haven't heard anything about the brand, so I don't know if it has been tested as safe. In the past bulbs have been manufactured that put out deadly UVC wavelengths, and that is why most people stick to ReptiSun or Arcadia. This is a really good article on the subject:
