Where I am thinking of keeping my chameleon (2016) will have 60 cm depth, 70 width and 1m up, will this be enough room for a flap-necked chameleon? Some books I've read say 1m cubed is what a flap-neck wants but is this true? what's all your opinions?
 
I think that would be the minimum size you will want to keep flap necks in. I would go for an enclosure with the dimensions of 60x60x120 if i where you, bigger is always better.

Agree. That would be a really minimal cage. Larger cages are actually a little easier to arrange and manage. You can get bushier plants to fit, and provide a better gradient of temp and humidity in a larger cage.
