for starters it shouldnt be on the floor, chams like to be up high and being on the floor will be stressful. What you could try is building a table that you can fit a plastic tub under to catch the drainage, then you can just take the tub out without picking up the cage and your cham will be up higher

At six feet tall I don't see a problem with having it on the ground. Gives the cham an option to go to ground level or up higher.

it could still have a short table ( like the height of the storage bin just for easy removal of the excess water ( sorry im not a builder person so didnt understand it was 6 feet tall, gonna sound sad but im a very unatentive female as soon as number with buildy stuff comes up lol) but just a small thing for the bin that way you could just take the bin out and dump it and put it back without having to pick up the cage, its what I would do because im too lazy to pick up the cage (plus if the bin has wheels i would be golden)

While the height of the enclosure is great. If you build something another two foot or so high to sit it on (could just use some blocks or bricks, depending where it's being situated in the house). You could have a large plastic tub/tank to drain excess water into. Ideally you want a square low level (say 2 or 3" high) tray to sit it on. Like a shower tray design maybe. You could then drill a hole/s in the tray & it drains straight into the receptacle you are using. Only you need to make sure the frame doesn't sit in the water or it'll just rot.

I use oversized dura trays (made for rabbit cages) under my cages with a drainage bulkhead and tube draining into a large bucket.
They are way cheaper then the drain pans they sell at LLL Reptiles.
You would need to lift the cage up a bit, just enough to let gravity take care of the drainage.
As for wood treatment, I don't know of any coating that will last that long under constant water exposer.
I found that PlastiDip spray works well on the window frame in my bathroom.
It's a clear plastic spray, solvent based. They also make a brush on version.

In my opinion from information I've come across is that you'd rather have the cage be wider than taller because you can just easily add a stand to give height to the cage.. such as a 4x2x2 cage on top of a stand.

Build a short stand for it and place a concrete mixing tub underneath to catch water.
