Bioactive substrate

I've had my chameleon Iggy for about two months. He is a veiled chameleon. I love bioactive enclosures and I currently have two for my other reptiles. I'm home making a large enclosure for Iggy and plan on going bioactive. I already know what plants to use and how to set it up, but veiled chams are known for eating dirt. I was thinking of covering the substrate in large river rocks or maybe just adding adding a thick layer of leaf litter. I don't know if this is strictly necessary. Does anyone have any ideas that could work? Or would it be okay to just leave the substrate as is?
