I've seen them at some of the larger Repticons here in Florida. Also there's a guy in Tampa who breeds them - he's best known for breeding dart frogs, but he has a collection of blue tongue skinks as well as tortoises that he breeds. Sorry, but I can't remember his name.

yes they have them at scots reptile show at dupage county fair grounds in illinois about an hour and a half south of wisconsin border depending where you are located they put on the show one to two times a month check the online schedule

What type of BTS are you looking for, there are many different species with variations of husbandry requirements. Once you decide the species you want you can look for a breeder. LLL sells them as they get them in and just recently had a clutch of CBB babies at their breeding facility. Blueys have relatively small clutches once a year so you should see more babies pop up around spring to summer time frame and they go fast!
