ive been noticing this black color going along his spine... its also feels hard, like its dead skin

You need to get him to a vet to treat the burn.

Moving the light doesn't solve anything right now. Please do put some ointment on it and get him to a vet as soon as you can.

Unless anyone has a suggestion to fix the burn.

Moving the heat emitter will prevent more burns, so its a good idea. The best treatment for burns is Silvadene (or the generic equivalent) that's available from good vets. In a pinch if you can't get to a vet soon you could use Polysporin without pain medication added. It will protect the damaged tissue from bacteria.
