My chameleon has looked like this in her cage for about a month now and when she layed her eggs, it just got worse. any idea what would be stressing her out?

You absolutely need to know humidity . You should be misting at least 3 times a day if you don't have automatic myster . You can Pick up gage fairly inexpensive . You need to know basking and enclosure temperatures , as well as humidity . @Nursemaia can help you with getting on track .
