If you are the buyer, all you do is provide the seller your information. CITES papers are around the $200 range, for a one time use permit. The wait time on them from point of application could be 3-8 months.
That being said, the large majority of breeders in the US who are willing to sell and ship to Canada, are going to require minimum purchases of several thousand dollars. Honestly and truthfully, unless you are looking to import a full shipment of chameleons, It's not worth it- and that's why sellers rarely like doing it.
While I'm not out in BC, it shoudln't be that hard for you to find chameleons. They are out there.
Like Will says obtaining a cites permit for one animal may not be worth the hassle. You may want to call down to kammerflage, they sometimes ship to varoius breeders back east in canada. It may be possible to combine an animal on an existing order? then simply re-route the shipping to B.C.
