Female Chameleon- Needs to Lay Eggs

Hello!
I have had my lovely female panther chameleon for a little over a year now and she is definitely ready to lay some eggs. I've had a laying bin in her cage for a while now (it's a large potting bowl with damp coconut sub straight in it, a little over 12" deep) yet she had no interest in it. I took her to the vet and she said she definitely has eggs in her.
I've read some stuff online about trying damp sand or just trapping them in a large laying bin until they lay their eggs, looking for any suggestions! I'm starting to get worried about her and also don't have the money if she needs to have surgery to have them removed.

P.S. I also was asked to adopt a male veiled chameleon from the vets office which I am now nursing back to health. His previous owners didn't know how to take care of hi, and now he has two broken legs. His bones are too weak for him to heal properly right now though and he will need to have pins put in at some point. Any tips on keeping this guy happy (he's pretty grumpy right now after all he's been through and having to be in a small enclosure until he's healed) and healthy would be greatly appreciated as well.
