I agree that it is male, though not sure on the age. Based on my very limited experience with young panthers (got my panther at 3 months), I would say closer to 3 than 4 months. You should start to see him coloring up quickly. Mine has a TON of color at about 7 months and even had lots by the 5 month mark.
well he is 8 months old i got him on september we 3 months old so he should be minimum 7 months old i new he looked very small for his age i think i should start counting the insects :/
At 7 months old he should be a lot bigger and have a TON of color. You should be feeding gutloaded insects, dusted with calcium, 2x daily. Feed as many insects as he wants to eat. I just put all of the bugs in his feeder cup in the morning and he will usually have 1 or 2 dubia left at the end of the day. I then return them to the bin so they can fatten back up. No need to count them, just make sure he gets his fill, don't limit him!
Here is a pic of my guy. He will be 7 months on March 16. If you got yours in Sept and he was 3 months at that time, he is almost 9 months now.

Insects are essentially useless without being gutloaded properly. They have barely any nutritional value in them. To gutload means to feed the insects the fruits and veggies that contain the nutrients necessary for the chameleon. Consider the insects to be the delivery trucks. You have to fill the truck with the goods that you want delivered to your cham. Oh, and those prepared jellies and powdered food for crickets that pet stores sell is useless.
Also, has he been seen by a vet to rule out any underlying issues that may be stunting his growth, such as parasites? It's just very hard to believe he's 8 months. Can you post a pic of him on your hand so we can see his size?
Coloration wise, he looks more like my 3 month old. Here's a picture of him. As you can see, he's about the length of my index finger. He eats 12-15 crickets a day, all gutloaded very well and supplemented properly. Make sure you're also gutloading and supplementing. I throw 20 crickets in his cup about an hour after the lights go on. I throw in a few extra because some of them jump/climb out of the cup and end up drowning in a puddle at the bottom of the cage, or managing to escape the cage altogether.
And here's my now 8 month old, 2 months ago when he was 6 months old.
