My female Veile is about 10 months old and hasnt layed eggs or realy showed any sighns of being gravid what ages do they usualy start laying?

They will become sexually mature at about 6 months old. If you do not want her to lay eggs (which you shouldn't while she's still a < a year old, because she's still growing herself) you should lower the basking temp to about 80-82*F and the ambient to about 75*F and feed her no more than 8-10 feeder insects every 1-2 days. Then if you do want her to breed, raise the temps to 85* and feed her a bit more. But the temps should never be as high as you have them, I think that's way too high and not cold enough at the bottom of the cage for her to cool off.
Do you have a photo of her? It would be weird that you've kept her this warm and she hasn't produced eggs.
alright i made her basking spot about 85 by making the light higher and the rest of the enclosure is about 78... so when i want to breed her i should increase the temps a bit?
