Here is the bad bump

Is the dark part of his tail dry or hard? Does it move normally or does it seem to be stuck in that position?

The bump on his side could be an injury from a burn (like the one on the top of his casque) or it could be a bacteria, or fungal infection, which may be secondary to an untreated burn. You can start by cleaning the area with dilute iodine and then putting some neosporin on it. Silvadene (silver sulfadiazene) is better but by prescription only.

He's definitely still dehydrated. Poor guy. At least he has you now to take care of him!
 
The bump is very hard and still.. Feels like burnt plastic.. He's a work in progress.. His eyes are not as sunk in as bad as they were
 
If the tail is black, stiff and can't move that means the tissue is dead. If it's dead it may fall off over time, but if it is spreading up the tail then it needs to be treated with antibiotics and possibly amputated to prevent spread of the infection to the rest of the body.
 
It seems like plastic melted and dripped on his tail and body... Did you check if that is possible? Any signs of light fixtures of a dripper melting?

Not in our habitat no, we just rescued him from a bad home so he's on rough shape from being mis treated and absused
