Is there a way to get it without a vet, because i'm pretty sure my cham has a uri. but don't have the money for a vet visit, or a vet for that matter. Or some eye meds to try and help that first?

Treating URIs are quite affordable if you look around for vets. I usually pay my vet $60 to treat a URI infection (I use to pay $30!). Seems like your cham is in a bad condition URI and a eye infection. You should seek treatment quick.
