They are trying to bring the guy/owner up on negligence/child endangerment charges.

I don't know what relevance it has to this case but the news was plastering the fact that this guy just had like 8 run ins with the law in the last few months with multiple possession of controlled substances.

Also his lid for the snake enclosure/fish tank was a quilt draped over the tank with a rope tied around it.
