i have heard that you can just use a soft white light bulb or something and use it for your chameleon if it is the right wattage and provides the needed heat. is this true?

Yes it's true. Any regular incandescent bulb is fine provided the wattage is correct. 30-60 watts is about the range needed..

Halogens can cook them. Spiral compact floros can blind them. Just stick to a rather low wattage standard light bulb and you will be fine.

A halogen light used correctly will not cook your cham. A standard household lamp can cook your cham just the same.

I am not sure what you mean by 'low wattage' but it may not be enough heat.

Ideally a 50-75w lamp will work.

I use soft white incadesent 57w bulbs. They are super cheap (less than a buck for a pack of four) and give off the right amount of heat. They also last way longer than the total rip-off pet store bulbs.

i just use a 50p standard 60watt. Though that was after spending £10 on 2 "reptile" bulbs which lasted 4weeks and 2 weeks, like other said, total rip off. The standard 1 has lasted a few months so far!
