What type of heat pad? Because the people type have auto shut offs for safety. And the ZooMed ones are for glass only, not plastic. So I am on what to use.
What about a seedling heat pad? Some come with a thermostat so you can control the temp, are waterproof and you can use them under plastic. I use them for seedlings this time of year but I would see it working just as well for feeders.
