Why is it that the inclouser has to be umm eye level is it cus heat rises or something elese?

It is typically best for the encousure to be near eye level with the top even above, as chams feel more secure when up high.
In the wild they would commonly live above eye level, it also helps keep other pets and stuff out of their immidate libe of sight.

mine is in my room dog wont go in there and um it is top of cage is around 5 ft i can make it like 6 1/2

That sounds ok, especially if it is a low traffic area.
