Keep it clean with warm water and moist with ky jelly and get him to a vet. It needs to be surgically replaced if it won't go back in on its own, and sooner rather than later. If the tissue dries out it could die or get infected. Infection could spread to the whole body. If it's the intestines that have prolapsed this needs to be corrected immediately because if they dry out you can't fix it and you will lose him. If it's a hemipene (reproductive organ) that's prolapsed it can be amputated if it won't stay in since they only use it for reproduction, not urination or defecation. But regardless - call a reptile vet now and keep it moist and clean in the meantime.
