How to make the humidity high?

I am thinking about getting a panther chameleon, but where I live it is very dry. I have an all screen cage already that I am going to use. What could I do to keep the humidity high enough? Would live plants, a dripper, and misting be enough? I am thinking about putting plastic over one of the sides.
 
All three actions that you listed might be sufficient. I use live plants and they work great. My favorite is the Umbrella plant. Lots of foliage to hold little water droplets from a mister.

Do you have a good hygrometer? I recommend getting a digital one, if you don't have one yet. Petsmart sells a good dual thermometer and hygrometer for about $20. It has long wires with sensors at then end, so you can keep the display outside of the cage and place the sensors wherever you like inside of the cage.
 
Also, just as you suggested, you can always cover one side with plastic if the humidity is unable to be maintained using live plants, a dripper, and misting. Have you considered getting a MistKing misting system with outlet timer to automate the misting process? It works great if you're not home very often.
