How to tell if chameleon is dehydrated?

Well if she has never been with a male they will be infertile. Some can tell by the firm, and fullness of the eggs, but if my female has ben mated I will treat them as fertile until I see them shrivel, or mold.
 
Are you sure that you're using a UVB bulb? I've seen some folks get the wrong bulb from the pet store, where the label says UVA. It can be confusing.

Also, I think a 100 watt bulb would be too hot for your enclosure. The glass cages tend to hold the heat in, and with the wrong wattage bulb, it'll turn into a sauna. It won't be long, and your chameleon will be too big for that cage.

You're going to need a calcium supplement without D3. Most people follow the plain calcium (no D3) every feeding, with alternating calcium with D3 and a multi vitamin powder 2x's a month. Too much D3 or vitamins can lead to problems and make them sick.
