Huey's eye won't open.

I have a 8month old Nosy-Be Panther chameleon named Huey. His left eye for some reason will not open. It will only open when he's searching for cricket's in his cage and it buldges out a little bit. I have heard about Terramycin eye ointment and was wondering if anyone has ever used it for chameleon eye problems?
