Well, those numbers are compounded, perhaps I should have put it this way:
In 2012, so far 1,835 members have signed in (since jan 1st, 2012).
In between Jan 2011 and now 3,442 have signed in.
In between Jan 2010 and now 4,312 have signed in.
4312-3442=870 So 870 people who signed-in in 2010, did not sign in in 2011.
3442-1835=1607 So 1607 people who signed in last year, have yet to sign in this year

Where are you getting those numbers? A database query shows that 3,586 different members have logged in this year, and almost 10k since jan 2011. It's still a pretty small number for an established forum. The chameleon community isn't very big.
Quality > Quantity
update:
I just remembered that the memberlist only includes members who have at least 5 posts.

I was getting them by looking at the members list, and viewing it by last log in. Then finding what page the say, 2010's started, 30 results per page, so whatever page times 30, plus any on another page, that did not take up a full page.
