He can open one eye, he's shedding, eating, pooping and his lip looks way better. We couldn't find a vet willing to treat him but they say we're doing good if he's getting better. I also don't really understand chameleon behavior, and he keeps crawling on my hand and sleeping, is he attached to me?

Amazing change in his lip!
As for climbing into your hand and sleeping...how warm is it in the cage you're keeping him in? Do you have a branch in the cage for him to sit on?
Does he's sleep during the day whan he's in the cage?

His temporary housing does have sticks and vegetation and we do have a heating bulb and which heats his cage about 79-83 degrees. As for his sleeping patterns, when he wakes up, I'll give him water and then when I go to put him back on his branch he climbs onto my hand and stays till he is asleep, then ill put him in his cage after he's been asleep for 5-10 mins. Really weird, all the other wild chameleons are very aggressive towards/ afraid of people. We do feed him every two-ish hours with flies and small grasshoppers.

He's likely more friendly because he's sick. Is he sleeping most if the day? Active at all?

He's in and out of sleep for a couple hours then I will take him outside to a baby tree ( very small, not even a 2 feet tall) and he'll climb on it and bask in the sun and when he starts to sleep I take him back inside. He's active for about 15 minutes whenever I take him outside.

Good that he opens the eyes part of the time but needs to do it more. Basking is usually good when they are sick but sometimes they won't get out of the sun when they should when they are sick too so just don't leave him out in the sun for too long at a time.
