Is he too cold?

Ive just read on another post that chameleons go dRker the colder they are since ive had my new set up and new thermometer etc everything new my chameleon has always been dark apart from when i handled him earlier he went brown with white lines and dark stripes with lots and lots of white dots everywere im going to upload everything new ive got and the tempeture on my thermometer

Baby panthers in pictures I've seen are almost usually that color (or a bit lighter). The light isn't too far away from the basking spot either so I doubt he is too cold.
 
Ok well its a 60watt bulb and it changes from 21-31 throughout the maybe it alters with the misting or something
 
Yes it will change after misting. Be careful that a stronger bulb can't burn him. If it reaches 28 between misting then it will be ok. Is your probe where he sits basking?
 
Also if you put your hand under the bulb and it doesn't feet hot/warmhot on the basking branch it is def too cold.
 
Well its quite warm but he will never ever be there also the metal mesh cover thing he sometimes climbes upside down on an if i touch that im off strait away thats how hot that it
