If you're using clean drinking water (I just buy the 2 gallon drinking water jugs from my local grocery store) then you shouldn't need a water conditioner. From what I can see from the picture (its cuts off halfway for me) that's the supplement you use bi-monthly to dust your feeder insects in, so yes you need that. I would take a look at the care sheets here on the site for your respective chameleon. Each breed is different.

You don't need the water conditioner unless you need to remove chloramines from your tap water. Ask your municipal water utility what they add to the water. If they don't use that chemical, don't add fluoride or chlorine you don't need to use it. If they add chlorine you can get rid of it by leaving tap water in an open bucket overnight.
