Jackson Growth Chart

It depends hugely on the type of jackson he/she is. Did you get to see the adult chams at all? Is it a jacksonii xantholophus? Those are pretty much the only sub species I have seen that have a guaranteed no horns on females. Even then sometimes very tiny horns appear on females. A lot of jacksons females that get some horns that grow to relative good size.
 
I would also lean to that chameleon being female regardless of sub species and horn appearance. I would assume by now the horns would have started to grow a bit longer if it were a male.
 
True Jackson's Chameleons or Triceros jacksonii jacksonii females can have three horns. Merujack has a female she posted with three. Not that that helps you age yours.
