Yes, I think it is. I recall somewhat recently the keeper who took that pic posted here about it. It really is a great pic and should be the winner of a cumulative forum photo contest.

Yes they are, but memes begin appearing on page 2, and pick up around page 6 (out of 11 ATM).There's even a link to another thread of memes.
The thread also includes riddles, pics, comics, quips, puns, sarcasm, gifs, and at least one video—none of which are technically jokes either (or there are articles on google comparing them with jokes). When I started following the thread, the memes were fairly often appearing.
It's all good, it's all humor, and most of it's funny.
