My Cham had his tongue out

My cham is still a baby (about 6 months) and he constantly had
his mouth open and his tongue out. I've read that they open their mouths to cool down, but he keeps his mouth open all the time, even when I turn his uv light off because I think he's too hot. What may be the source?
 
UV lights don't make heat, the baskng bulbs do.

It depends on the UVB bulb. My Arcadia lights put off a fair amount of heat. I have burned myself on them.

More that that is what are the temps in the cage and how close are the lights to your cham? Regular (non Arcadia) light are not much of a heat source at all.

His cage is about 73 degrees Fahrenheit and the bulb is about8 inches away from him. I never turn the light off during the day, only the night. And his basking bulb is only 60 watts.
 
Mittens is a male about 6 months old. He has been placed in my care by my brothers girlfriend about a month ago. She noticed the problem before he was given to me. I handle him everyday. I put vitamins on his worms every time i change them out. He has a water dripper that drips water onto a leaf and then into a bowl.
His cage is glass and he has a wire top which is where his lights are. His basking uvb light is 60 watts. I keep the temperature between 70 and 80 during the day and it never goes below 60 when i turn his light off at night and I keep his humidity between 40 and 50.

Sorry...photos aren't clear enough for me to see anything.

What specific support,events do you use and how often for each what do you feed/gutload the insects with?
Is it a UVB light you have? Does the light pass through glass or plastic?
