Need help! I don't know if his cage is setup properly and if he's happy and healthy

As long as the temperature doesn't drop below 55, he is completely fine. If you remove the carpet and bowl, two more day is doable as long as you clean the bottom of the cage daily. Also, the dripping water in a screened cage will fall into a drainage tray at the base of your enclosure. What UVB lighting are you using? Let me say that I give you kudos for taking the correct steps in your chameleon's husbandry. (y)

Much better! I'd say add more basking branches. Also, you have one dome light fixture. It's a normal house bulb right? That's good for heat during the day, but chameleons need a UVB light source as well. If your cham climbs on the screen and gets too close to that basking bulb, it could burn him. A lot of people fix this problem by raising the fixture up a few inches by hanging it.

The two bulbs are a uvb daytime bulb and a basking one for the other. I'm gonna look for me branches today to put in there. Anything else important to add?
 
Is there a need for a bulb at night to keep the temp around 70-75? Bc my room gets kind of cold at night

A drop in temperature at night is ideal from what I've heard generally. Ditch the light and heat at night. I think another member mentioned already as long it stays ~60, your cham will benefit from the lower temp at night.
 
I mist the cage about every hour and to get the humidity up but it doesn't stay up. The bottom of the cage is all wet but the humidity gage will read around 30% . Is water at the bottom bad or does it matter?
We had a problem with standing water at the bottom. My husband drilled small holes in the bottom of his cage in the middle and corners. We then set it on top of a small table that has a larger hole drilled in it and the water drains into a bucket under the table. It's a temporary fix until we build her adult cage and find a better drainging system but it makes it to where there isn't standing water and her cage is able to dru out completely between misting sessions. I'm a new Cham owner and have definitely learned a LOT in the short week of owning her.
 
Hi, nice job. The enclosure looks so much better. You've come a long way in a week. Congrats!! And your little cham does look so happy!!
The only change I would suggest is to remove the substrate from the bottom of the cage. At least in the picture it looks like there is some but if not my apologies. Veilds love to eat dirt and substrate and it can cause impaction in their intestines. Better safe the n sorry.
I know it's not pretty but you can put paper towels on the bottom of the cage to obsorb moisture and easy cleaning or leave the floor bare. I had to drill my floor too Lol!
Also adding live non toxic potted plants such as Schefflera or Pothos look pretty, create a natural climbing environment and aid in maintaining humidity. I have both live and some fake in my enclosure :)
