Is this s carpet or a flap - neck chameleon ?!?!

neither? I'm pretty sure it is a graceful chameleon. Chamaeleo gracilis. It does not look like a carpet at all and flapnecked chameleons have neck flaps.

Graceful Chameleons have tiny occipital lobes and prominent stripe on their flanks of which this one doesn't. I'd be inclined to think you have a female Senegal Chameleon.
 
You would probably be right trace. Lol. I was just gong of what I remembered seeing them at local herp shows, probably mislabeled at that. Thanks for correcting my error.
 
Umm damn ! How do you know its a female :O and can you give me some care information i got this for 6 months now and i just found out that its a Senegal :|
 
It is a Senegal, and I had one once that stayed green most the time. But they Are like Fischers Chams in that they like to travel alot so a cramped little cage may not suit yours. Also get it in a screened cage if possible.
 
In Senegal Chameleon you can tell the differences between the males and females by the hemipenal bulge or lack thereof. Basically males have a thicker tail base where the reproductive organs are kept.

I can not be 100% sure you've got a female by your 3 pics. In pic 3 it doesn't look like the tail base is enlarged but most of it is hiding behind the leaf. If you can get a sideways view of your chameleon with nothing obstructing the tail area, most of us will be able to sex your specimen properly.
