He is definitely a very healthy good looking veiled. I like his contrast as well, I haven't seen many with such pronounced barring.
Thankfully it looks like any dehydration is minimal, since there are no external signs of it on him.
It would definitely be best to get him in a 24x24x48 or similar sized cage, but it is not an emergency and it should be fine for a few weeks. Especially if you let him out occasionally if he wants to come out.
