Possibly a RI but it’s more likely your basking temps are to high. This is how they let off excess heat, think of it like a dog panting.

What’s your basking temp, and how are your measuring it?

Also, is this behavior only while basking? Because if it’s happening while not basking you have a problem.

The basking temp has remained constant during the day at 80 to 85 degrees depending on the rooms temperature (he lives in a mesh enclosure on the dining room table).
His cage thermometer is just a standard pet shop unit that also registers humidity. It has always been in the same place about 10 inches below the heat lamp. It does appear to be happening mostly while he's basking but I did see it just now while he was on the move.
