I want to bring my panther chameleon outside in the sunshine, I was wondering what the temperature should be out there, and also if it is okay to just move his whole cage out and let him get some natural sun. Any suggestions?

Just try and follow the same rules as your cage setup. if its around 75-80ish outside you can def bring him out. iv had my guys out in lower temps just not for to long. Not sure where u are in NY but its going to be a perfect day in our area to take him outside. If you leave him out just make sure no local predators can get to him (mainly birds) and make sure he has enough foliage to hide behind if the sun starts getting to hot.

water, water, water and a shady part of the enclosure. If you see your cham with his mouth open, he is too hot.
