I keep my Jackson’s outside for most of the year in Huntington Beach/Costa Mesa. You just need to make sure the species you are keeping can withstand the heat, the cold, and lack of humidity in you area. Since I am very close to the coast, my temperatures are very mild for the most part, but can get up to the 90’s during summer. I combat this with misting and heavily planted cages. I do not have to worry about humidity during the day or night very much, so misting is at a minimum of twice per day for drinking.
I do not own panthers, nor have I owned them, but I do know people who keep them in outdoor enclosures for a good majority of the year in different parts of SoCal when temperatures are fit for them.
I also know a breeder who keeps many montane chameleons in they’re backyard, but they are very close to the coast as well.
It is all species and location dependent in my opinion.
