panther hanging upside down?

They love to do that when they are little, they will even eat hanging like that. Quite normal in my eaperience! They are going after the light when they do that. Just make sure that the highest basking spot is perfect for his age! If he is too cold he will also seek heat like that!

my ambient lighting is 72-80F and my basking light is 82F

I ask temps because it could be related. Also, if the room doesn't darken when his enclosure does, he may stay active for a bit. IMO, it's the size of his enclosure. Male panthers are notorious roamers and when they max out their enclosure, they will pace...even upside down. Also, If he is over 10 months, I would up his basking temp to 90 degrees! It's pretty normal from my experience. My guy will hang upside down just from his hind feet sometimes and just hang out and eat and just look around. Or sometimes hell just use the roof as a walkway. He has plenty of pathways but I think they just like to roam their entire house.

Temps are fine. And I agree with jpowell86 make sure the room is dark once his light goes off for the night!

Your enclosure is pretty sparse at the top.
I hate it when they climb the wire--they destroy their toe nails and sometimes their toes. As they wear down or rip out their nails and get heavier, they fall. I do everything I can to keep them off wire. Sometimes that means adding more heat and sometimes more UVB closer to the wire. I don't know what UVB bulbs you have, but I haven't found anything other than Arcadia lights to throw off much UVB (I measure with a light meter).
Give him a lot of small branches--twigs really--and cover high up under the lights. Make sure you aren't going to cook him with the basking bulb. Heat builds up over time and they are not aware of the gradual increase in temperatures. If I use fake plants, I tear them apart and use zip ties to attach sprigs of fake leaves to natural branches throughout the cage. The fake plants as they come out of the package really are too dense for them to climb among once they are out of the really tiny baby stage.
