The lonestar 40 watt cfl in 5000k is the best cfl for normal fixtures out there.
They crank out 2650 lumens each. Use 3 or 4 and your plants and Cham will thrive. Even better is t5ho lighting.

Not sure about that brand of compact but yes a t5ho is the next best thing between lumen per watt between compact and t5
