If you see animal abuse in a pet shop (or any animal being SOLD) you can report it to your local animal control. I would also print out this penal code above, and then a caresheet about the pet you saw. Then inform them of what they are doing to the best of your ability and call the local fish and game center to come get the store inspected.
That is your course of action.
I did it. I don't know if it worked, but I hope so. I reported the guy who ran the local fish store, that's where I got Brave from.
