set up questions

hi all , i am new to the site and i am going to ask some questions that you have all heard before, but i need help with , I have kept bearded dragons before so i am not a complete beginner to keeping reptiles, anyway, i have a 2 month old cham in a small viv 1.5 x 1.5 x 1.5 foot, with heat mat and uvb bulb which is arcadia 23w energy saving bulb, i am building a new 3 x 2 x 2 foot viv and i was wondering would this bulb be sufficent for uvb , would i need a basking light? (if so what wattage) should i get rid of heat mat? , what would be the best type of thermostat? what are ideal temperature for general viv and basking, and lastly what would be best substrate .

Energy saver bulbs are usually the compact coils right? If so, I'm pretty sure no matter what species, you need to subsitute that with a tube. Also, I personaly would provide a basking lamp.
 
The cham (if it is a veiled) will not use a heat mat properly. They need to have a basking lamp up above, and using a household bulb in a fixture can be perfect for heating. What are the temps anyways? ie: basking and ambient, and night time temperature.
