I was thinking about raising silkworms as I see it would be good to raise at least one feeder in case of storms, ect.

Does this care suffice? Silkworm How-To

I was thinking of buying from mulberry farms. I should buy babies if I'm looking to start a colony, correct?

And if the instructions aren't correct, could you point me in the direction of some that are!!

well you should by adults so that they mate faster instead of waiting for the babies to grow to adults.
 
do you have A LOT of white mulberry leaves handy? if you don't, i would buy eggs in bulk instead of breeding. theres nothing to it, breeding silkworms is extremely easy.

i've read that silkworms raised on mulberry then raised through meta. into moth stage, their eggs arent as strong? or... the kegos arent as strong? hmmm... either way, mulberry chow is mad money!! lol

I whole heartedly agree with your thinking, in that breeding at least one bug is a good plan "for in case of emergency". There are bugs easier to breed that silkworms, but that's not necessarily important.
