Here's what I would do: Feed him more (as much as he wants) and possibly more often. Get a fecal done. You should do them routinely anyways. Don't worry about what may or may not be found, it's just a precaution. Check his basking temps, check your gutloading.
 
No problem. :) Just try to figure out if any outside sources are causing the problems. If nothing is found and food doesn't make him gain some serious weight, he's just a slower guy. I don't know if you feel the same way, but I felt so bad when I found out how much Hyperion weighed. Thinking back, my advice is not to worry about what you may or may not have done before, but just focus on giving him some extra attention and food :D

I did feel bad when I found out how much he weighed.
But now we are going on to a healthier Walter!
 
Try mixing up his feeders also. One day silks the next day crix and then hornworms. If you can get some horns that are small enough for him thats what i would try next. My panther really started growing when i started adding a wider variety of feeders at around the 3 month mark. Good Luck fattening him up. Btw since he's a veiled try adding some greens and some fruit to his diet also. Strwberry and mango are great fruits to give them as are collard greens or kale.

How do I feed the fruit?
Can I feed some butterworms to fatten him up a bit?
 
Hi Ellron. What size is your enclosure? It may be too big for him to easily get to the insects. I had a similar issue with a young male, and I moved him to a smaller enclosure and he greatly increased his eating frequency. You could also try just moving him into a very small feeding enclosure for an hour or so a day, and then move him back home once he's eaten.
