I believe so.
Check the ingredients to make sure.
I make my own with topsoil and peat.

and what about the eco earth type bedding for plants?

I haven't used that product.
You need to make sure that the soil is either covered in some way (stones or landscape fabric) or is sifted so that there are no large pieces of material that your chameleon could ingest.
The concerns regarding soil also include:

non-organic material (perlite)
pesticides
fertilizers
