They need 12 hours of light and 12 hours of total
Darkness. At night they do not need any sort of light. Once he has gone to bed, it is best to leave him be. If you are giving him 12 hours of uninterrupted darkness and he is sleeping during the day, than it is a problem.

How long are you keeping your lights on? Sounds like you are doing things right what type of lights are you using? From what you described he was probably sleeping. My chameleon usually starts to sleep 20 minutes before his lights go out for the night and he is fairly hard to wake up once he starts sleeping.

Like you and other people said he may be sleeping, getting used to his new area. They do seem to take forever to wake up sometimes  Do you know how he was kept before you got him? It doesn't seem like you are doing anything wrong so far, maybe a little more info on the supplements you are giving him. You've only had him 3 days, give him some time to adjust to his new lighting schedule and such he should be ok :)

His poop should be brown with a white tip. It might be advisable to manually spray his viv and leaves several times a day so he has an opportunity to drink. Can you check his supplements? He should have plain calcium daily dusted lightly on his food and calcium with d3 every two weeks and a multivit every two weeks. Your basking spot for a baby is too hot. I would take it down to about 84. :)
