Definitely lower the wattage and raise the fixture, or eliminate the basking light altogether.
80 at the top of the enclosure is warm enough. 82 to 83 is fine as well, but you want a gradient (lower temperatures in the mid and lower sections)
I keep veileds in screen enclosure with planted tubs on the floor.
Try raising the basking light a couple of inches and installing a 40 watt household bulb to see if you can get more acceptable temps.
She needs to be able to choose if she wants to be warmer or cooler, so you will have to provide her with some options.

So, for your planted tubs, do your veileds lay there?

And just so I am understanding you correctly, I should put my 100 W basking light higher, and also put a 40 W on top of the mesh top? This is definitely something I can do but I want to be sure.
