Uhh, male veiled trying to bury himself when scared

So, a couple of things strike me. You know the enclosure is too short for a cham. You really need to get on fixing that sooner rather than later. The other...is the substrate blocking the lower ventilation area?
I believe your guy is digging because that is pretty much all that he can do to express unhappiness with his enclosure. He’s trying to find escape in the only way he can. This is my opinion...someone else may tell you something different.
My local Petco keeps their chams in a similar size tank and with muddy substrate and no drainage. One day I was there and saw a female digging. Although she didn’t have gravid coloring, it was assumed she was going to lay eggs. Saving you the long story...that is now my Stella and she was not gravid. She just wanted to escape, was frustrated, unhappy...whatever negative feeling you want to ascribe. The only option she had was to dig.

If that’s an Exo Terra or Zoo Med, it is the black plastic band just below the doors.
The bottom of the strip is covered up in most places, but nothing else, is that okay?

I am planning on buying a pc fan to go on top of the enclosure to assist ventilation anyways

The ventilation strip is what helps maintain air circulation via the chimney effect. Air goes thru those vent holes and is pulled up thru the top. I would make sure those are uncovered.
 
Yeah, that’s what I’m planning on doing. The dimensions are 36” x 18” x 24”
It might be hard finding a commercial screen enclosure with the correct dimensions. Not sure how sturdy or cost effective it would be, but you could get some screen framing, screening and other needed things and make your own. I made covers for some tanks and it was pretty simple, but not terribly sturdy. Or make your own from wood. Or you could just get a 2x2x4’ screen cage for your cham and use the Exo Terra for a crested or other gecko.
