Veiled cham rubbing his eye on branch

I just moved him to his new enclosure last night, from the small glass tank he was given to me in. I've noticed new behavior such as going to his new basking spot and basking on one side, then coming down and yawning. He's been very active. Here's some info for his current enclosure.

Chameleon Info:
Your Chameleon - Male veiled. About two years old, possibly a little more. I've been babysitting him since summer but now he's permanently mine. He's very small and has a small casque, I'm guessing his growth was stunted by poor husbandry.
Handling - How often do you handle your chameleon? Maybe once a week. I try to avoid it.
Feeding - What are you feeding your cham? What amount? What is the schedule? How are you gut-loading your feeders? Mix of small crickets and meal worms. Usually 7-8 insects total in the morning. I don't feed the meal worms anything, they're kept in the fridge. I don't have small crickets (all the pet stores here ran out) but when I do have them, they're fed flukers orange cubes, some lettuce or whatever vegetable I have at the time to feed my guinea pig, and dusted when I first get them with reptical calcium.
Watering - What kind of watering technique do you use? How often and how long to you mist? Do you see your chameleon drinking? Now use water bottle with poked holes as a dripper system. I did that twice today. Also misted with a sprits bottle manually once with warm water (about 50 sprays). I do see him drink and he gets excited when water drips but he is definitely dehydrated and has yellow urates. I'm trying to encourage him to drink more since he's used to drinking off the glass in his old tank.
Fecal Description - Briefly note colors and consistency from recent droppings. Has this chameleon ever been tested for parasites? Brown poo sometimes comes out with some gooey stuff around it. Urates are yellow.

Cage Info:
Cage Type - Describe your cage (Glass, Screen, Combo?) What are the dimensions? Screen cage, 3 feet tall. 17X17
Lighting - What brand, model, and types of lighting are you using? What is your daily lighting schedule? Uvb reptisun 5.0 linear bulb and a 75 w basking bulb. Just started using them today. He previously had a crappy heat/uvb combo bulb which was pretty old. Turn on lights around 7 am if he is awake. Turn off around 8 pm.
Temperature - What temp range have you created (cage floor to basking spot)? Lowest overnight temp? How do you measure these temps? 90 in basking spot. Bottom of cage is about 70. Night temps are about 70 all over. Measured with scanning thermometer. Not sure of temps in previous tank - about 80 according to the thermometer in there.
Humidity - What are your humidity levels? How are you creating and maintaining these levels? What do you use to measure humidity? Have not measured humidity in new cage. I try to keep it humid with misting.
Plants - Are you using live plants? If so, what kind? No live plants for now until I find one
Placement - Where is your cage located? Is it near any fans, air vents, or high traffic areas? At what height is the top of the cage relative to your room floor? On table in my room by window for extra sun light. About 4 feet away from air vent. Top of cage is About 5.5 feet above floor.
Location - Where are you geographically located? New Jersey

Current Problem - just saw him rubbing his eye on a branch but it is not swollen or closed. I gave him a really good mist after and he hasn't done it again. I'd also like to mention that I'm not sure if he's shedding but there is a piece of skin hanging from his chin/mouth area.

Heres a few things about your husbandry,

First thing is feeders. You need a much better gutload:

For ease of flukers orange cubes, you can do the same thing with the same price much better result.

https://www.chameleonforums.com/gutload-has-made-huge-difference-95230/

You also need to dust the crickets prior to feeding, the powder rubs off eventually and your chameleon isn't getting the supplement. (unless you feed them off in that day and trips to the store get costly.)

As you know hes dehydrated, you want the Urate to be completely white. You're cage isn't TOO small, but considering he himself is stunted (If he is two years old) It is probably fine. Can you take pictures of his hind feet? Could possibly be a female.

Has any change happened? Usually adult chameleons shed parts of their body instead of their entire body. Could possibly be a shed.

I agree with all that's already been said (except I'm 99% sure he is a little male).
It sounds like the eye rubbing is almost certainly just because of the shedding.
Other feeders and better gutloading are the best things you can do for him - https://www.chameleonforums.com/blogs/sandrachameleon/74-feeders.html

For misting/drinking I had most success using a pressure sprayer instead of those rubbish 'trigger' ones. Chams seem more comfortable with it and drink when sprayed - http://www.google.co.uk/products/ca...a=X&ei=ILufUO6QLcWg0QXsyIHoBw&ved=0CFUQ8gIwAg
Lastly I am a little concerned about your vitamin/mineral dusting schedule. Is it another of those 'pet store dusts them' deals?..........does it have D3? Any multivit at all?

I looked at him again, he really does look a lot younger than 2 years - how sure are you of the age?

If you look at how skinny his legs and tail are, and how pronounced his spine is, it looks like he needs to be fattened up quite a bit. He may be this small at this age because he wasn't getting enough food?

If he has little nubs at the heel of his feet, he's a male.
