For that size cage a 100w may be too much. I could be wrong, I'm not as experienced as some are on here. Your thermometer, is it really close to the basking spot to register that reading that you say you're getting? Because if your thermometer is say....... mid cage on the side and it's reading...

The area that is affected actually is starting to gain its color back. The brown stripe that's in the affected area wasn't even able to be seen. It was just all white. The texture of his skin seems to coming back as well. Because at its worst it was "scaleless" it was just smooth.
