All chams have different attitudes/personalities. like dogs or cats. But i would suggest letting your cham see that your hand is what brings food. Really, this works. They will learn to associate your hand, and eventually you, with good things. patience, repetition wins.

cage looks great. I second the soil being covered up. The rain should not be an issue epecially if wild chams are spotted in the area. i would make sure it cannot puddle anywhere in the cage as well (in the pot as well) where the cham can drown.
