It is preferred to let the enclosure "dry" inbetween misting cycles. This will help prevent respiratory illnesses and infections caused by constant wet saturated environments. Also it aids in shedding.
I am not saying bone dry, just dont keep it soaked and saturated if you are worried about...

Personally I would not peel it. The skin underneath can be underdeveloped and therefor hurt your cham. My first thought is looking at your humidity and moisture in your enclosure and make sure you have multiple periods of wet and dry.

I find it interesting that you are asking these questions after you started to do it. I do not think it is the easiest thing to do, it is dirty, smells and is overall not the most pleasant thing to do. YMMV.
The costs, for me, do not out way the hassle.
