His body looks good an he looks healthy, but the base of his tail does look kinked so he may have had a spinal injury at some point. When did you get him and how old was he? If he can get around fine and his tail doesn't start to look necrotic I would say don't worry about it.

Depends on how the cham lost the end of the tail and it's condition. Chameleons can actually get around VERY well with tail injuries. This is my boy, 3/4 of his tail was amputated.
