I'm not a fan of racks either, but if you have a lot of breeders, you're going to be using more efficient (smaller) caging to maximize space. That's pretty much what you're trying to do, find the sizes that best fit your space.

Like Jann said, it could be parasites. What kind of UVB light are you using? Some of the coil type / compact type bulbs are too weak and don't put out enough UVB for the best growth.
